Hilary Flack Higgins is a partner in the firm’s Philadelphia office and focuses her practice on cybersecurity and data privacy matters.

Cybersecurity is an enormous challenge worldwide.  Ms. Higgins helps protect Cipriani & Werner’s clients by preparing them for a data security event and helping them respond quickly and effectively to such an event or a subsequent regulatory investigation.  Her services include post-event analysis and response, directing forensic investigations, determining the scope of the incident, and advising on any notice obligations required by state and federal law.

Prior to joining Cipriani & Werner, Ms. Higgins served as a Judicial Clerk to the Honorable Joseph Cosgrove on the Commonwealth Court of Pennsylvania, where she assisted in authoring opinions on matters ranging from criminal sentencing to powers of regulatory bodies.  More recently, she assisted brokers and broker-dealers in litigation and arbitration, as well as with responses to SEC and FINRA regulatory inquiries and investigation, at a midsized litigation firm in Philadelphia before going on to specialize in cybersecurity and data privacy at a midsized firm in the Philadelphia suburbs.

Ms. Higgins is admitted to practice in Pennsylvania, as well as the U.S. District Court for the Eastern District of Pennsylvania.

She received her B.A. in English from Colgate University in 2012 and her law degree from Pennsylvania State University Dickinson School of Law in 2015.  In addition, Ms. Higgins earned her LLM, with merit, from King’s College Dickson Poon School of Law (London) in 2016.
