Rosemarie C. Hebner is a Partner in the firm’s Metropolitan New York (Woodbridge, New Jersey) office.  She concentrates her practice on a broad spectrum of environmental, pollution, and general liability insurance defense matters.  Ms. Hebner brings extensive litigation experience representing corporations and manufacturers, as well as insurance providers in environmental contamination and property damage, wrongful death, product liability, PFAS/toxic torts and regulatory compliance matters.

Ms. Hebner’s approach is strategic, forward‑looking, and highly analytical.  She focuses on identifying leverage points early, stress‑testing liability and damages theories, and developing a litigation strategy that not only defends the claim, but actively positions the file for cost‑effective and defensible outcomes.  Clear, candid reporting and creative problem‑solving are central to how Ms. Hebner partners with clients.

Ms. Hebner is admitted to practice in New Jersey and New York, handling claims from inception through resolution. She currently serves as Board Chair of the Pace Environmental Law Alumni Association (PELAA) and is a frequent author and sought after speaker on emerging environmental and insurance litigation issues.

She received her B.A., magna cum laude, from Villanova University in 1996 and her M.A. in Teaching from Fairleigh Dickinson University in 2014.   Ms. Hebner earned her J.D. from Elisabeth Haub School of Law at Pace University in 2016 with an Advanced Certificate in Environmental Law.  While in law school, she was a co-founding member of the Food Law Society, a practicing student attorney in the Pace Environmental Litigation Clinic, a member of the Environmental Law Society and the Women’s Association of Law Students, and intern at the Hudson Riverkeeper.
